Exclamation SMALL COCKATIEL HELP :confused:

Ok, So I bought a young cockatiel and he still needs to be hand fed once a day. Although, he complains about four times throughout the day, I feed him around noon to make it easier on his tummy.. I've seen him munch on seeds, so I know he'll be fine.. But, today after I fed him around noon.. He started to sneeze and I thought it was normal.. but when He kept sneezing I thought maybe it was abnormal.. So I looked it up , and as it got later in the day he started to sound really congested.. and Now I don't know what to do ;[ I'm really worried.. I don't want anything bad to happen to him and my mom seems to think I don't need to take him to the vet... There is no discharge or swelling.. He just sounds really congested and he occasionally sneezes.. Can anyone please help ???
