chains on birds
is it possible and safe to put a chain on a cockatiel so i can take him outside with me?

Not Recommended but you can get a harness though. One for sale on the forum at the moment.

Do not use a chain, these are dangerous and can cause serious injury to your bird. Please find out about a harness instead. It will take some time to get your bird used to it, but it will be much safer and worth it

Chains
 I would recommend an extra small aviator harness, these are very easy to put on and you can buy them online from most parroty sites or ebay. Good luck!
