Hi i have recently been tryin to teach my cockatiel Dexter how to step up. He will eat out of my hand but when i stick my finger in his cage he just walks off. I really want to start letting him out and want to be able to catch him when its time to go back in. Can someone help

Keep offering treats just out of reach in one hand, with your other hand as a stepping stone...You'll get there in the end.

As above. If you put a couple of sturdy perches across the cage it will give you something to rest your hand on and keep it steady while you are waiting for the bird to make its mind up
