Need some advice re cockatiel

Hey guys,
Looking for some advice, I work as a vet nurse and we currently have a cockatiel in who was found as a stray, poor thing was being mauled by cats in the street We've decided it's a male and called him Elvis-he's in good health and is eating well. The thing is, although we have some veterinary knowledge about keeping birds, I'm worried he's not getting enough stimulation.
He's not really tame enough to handle-got a pretty strong nip! He gets quite worried by people too near his cage. Most of the time he's in a cage in a large kennel away from any other animals but he does come to sit on reception for a few hours a day for a bit of a change. We've made him two perches but don't really have any toys, any suggestions as to what sort of things are popular?
He's eating a generic bird mix and seems to like it, is there anything we can give him to supplement this?
Hopefully we'll find his owner or a new home soon but just want him to be happy in the meantime, all suggestions gratefully received
