Help needed with fat budgy

I need some advise awhile ago I posted about a neighbour whos budgies I looked after while they were away the poor things were in such a state that 2 died and I kept the others and told them they had all died (they couldnt have cared less) I put them in my aviary and all but one has settled in well, the one I am worried about is so fat and does"nt seem to be able to fly the cage he was in was so small that he could only sit on a perch all day and eat,he is quite happy sitting on a lump of wood in the aviary chatting to himself but cant go into roost and as it will soon be getting cold wonder if it is best to cage him and bring him in,dont really like the idea as dont like birds in cages any ideas,he has just gone onto a giant moult so am wondering if when he grows new feathers he maybe able to fly
