Well it sounds like you have one really nice neighbour anyway, that's a start. I guess living next to barking dogs can be annoying, but your other neighbour does sound a tad over the top. Some people like to moan and look on the bright side, at least you've given her/him a chance to do something they like.
I'm a wheelchair user my self so I know just how difficult mobility problems can be. I am lucky in that I have a mobility scooter and I used that when
I had my last dog. He was a Yorkie and used to ride at my feet until we reached somewhere safe . Then the pair of us would bomb along together, it was good fun.
I know this idea might sound a bit odd but have you thought of trying to find a medium who can understand dogs ? I know of someone in the US who can
understand horses, and has helped many horses explain to their owners what the problem is. I have no idea how one would search for such a person, but
it would be interesting to try. Beware of bogus ones though.
Have you thought of a temporary measure of employing a youngster to walk your dogs ? Many teenagers love dogs and would jump at the chance to earn a little pocket money. It would cost a bit, but what is that compared to peace of mind? You could do quite a bit whilst the dogs are being walked and a long fast walk tends to be tiring so they would sleep more maybe.
