and welcome to Pet Forums. I'm new to this site too, so I guess I should really search, and see if you have made a further post elsewhere. As I find forums a bit confusing I'm going to make a suggestion here.
I have a friend with two dogs and she has the some problem. Her solution is to leave the dogs with me
Not ideal but at least it means the dogs are OK, the neighbours isn't disturbed and my friend can do what ever with out worry.
Not everyone has friends who are willing and able to do this, but it might help you if you have, as a solution until you find a better one. Now I'm going to try to find out if you have made a further post
