These units are battery powered so cannot deliver a large enough charge to kill a dog.
Properly fitting the collar to the dog is of prime importance, but the unit itself can't do major damage unless incorrectly fitted so that the prongs embed themselves in the neck.
I wouldn't use one myself, but I can see where the use of one might prevent uncontrolled behavior.
