Yes slipped discs would cause pain - I didnt realise you had said there was no pain. for there to be paralysis there is something impacting the spinal cord I would say the key thing is to work out what that is - and to establish to what degree it is impacting and whether it could get worse

There is a condition called Spondilitis, which is inflamtion of the spinal joints which could be another reason for this. Spondylitis can also be caused and advanced through high levels of stress, nutrition, environmental factors, immune system imbalances so its worth exploring whether this is the case - if it is there are things you can do to help - which is probably what the vet is doing with the approach he is recommending!
