I'd think it's because of the dry food. He'll be constantly dehydrated, which will cause dry skin, and if you've had dry skin you know how much that itches! Try switching the food to a wet food. HiLife Pouches are great (chicken or fish variety pack of 12 pouches for roughly £5 in Tesco/Waitrose etc). Don't give any dry food at all. He'll need 2-3 pouches in a day.
If I were you I'd try this before spending a lot of money on tests. Hope he gets better
