In my opinion, from your brief description, is that this is a behavioural problem and not a training problem. No amount of leads and treats are going to stop aggressive/nervous behaviour.

Your dog has been seriously under-socialised, through no fault of your own and as such I would say you need professional help.

You can do training along side a rehabilitation programme, but I would not focus on this.
