My cats are insured with pet-insurance.co.uk both lifetime cover, I pay £9.98 for both combined. Don't think its possible to find cheaper. I have a £75 vet fees excess but no other excess applies to the cover.
I made a claim early this year and they settled with no hassle or fuss. Defaqto give them 3 stars for cats and 4 stars for dogs. If your on a budget might be worth a look.
