There are alternative devices that spray strong smelling spray out by remote or by the dog barking,this is meant to distract the dog,so stopping any bad behaviour? i think there are noise ones also.however if millions of people have managed to train dogs for years before these things were invented why do we suddenley need them now? I would never resort to strapping anything round any of my dogs necks in order to try to train/control them whats wrong with good old fashion human/dog interaction? there are plenty of professionals available out there if you own a particually challenging dog.
