Yeah, a lot of people think so, while in fact meat is mostly water and roughly 30% protein. Which means that if you fed your cats an all-meat diet (like I do with mine, search raw feeding if interested) they still wouldn't get more than 30% protein in their food.
Is there a particular reason for why you want a low protein diet for your cats?
