bichon frise house training help!!

I have recently got two little bichon frise girls and I am really struggling to house train them.

They are 4 months old and i have had them for 8 weeks.

I stay in a flat so we do not have immediate access to our gardens.

These are my first dogs of my own and I am a little lost.

I put news paper down for them when I go to work and they do use it for wee but not poo.

They also have a cage in another room that is lined with paper that they use allot of the time although they still seem to be having allot of accidents. If they go elsewhere they are told firmly "no" and put in with the papers for a few minutes. (only when i catch them on the act as i'm aware this is important also i do not want to give the wrong one a row and confuse them further).

I have been told to regulate when they eat and then take them down directly after but they never seem to eat when food is out down to them, instead they seem to graze.

My partner and i both work but he is on a shift pattern so they are rarely on their own for and more than a few hours. When we have been out or through the night they always have gone to the toilet.

We were recently advised to buy some grass and out it outside the door on the landing to take them out every 20-30 minutes, but they just stand and look at me like they dont know what i'm up to lol, they then go as soon as they are back indoors!

i have heard that bichons cannot hold their toilet whilst i am at work and can only be crate trained...is this true??

also any tips for training two at a time?

also does anyone else stay in a flat with a bichon and have managed to train them??

I totally adore my girls but i'm getting so worried about this!! I'm starting to think my dogs are always going to go to the loo in the house!
