Its so frustrating and spoils my time in the garden too coz I find it upsetting to be so close but not be able to do anything
I'll see if anyone comes home at lunch but as far as Im aware the wife doesnt drive
When some one comes home I would suggest mentioning to them that it is crying all day. They might not realise it's making a noise. (it is still wrong though that they leave a pup for this long) We had a dog that suffered with SA, but we didn't know (she was always ok when we first left her, we couldn't hear her when we first went out or when we got back) Our neighbour eventually told us, in a not nice way that she was making lots of noise when we went out. As soon as we found out we started taking measures to stop it, which we did in the end. But if she'd told us sooner we could've dealt with it straight away!

Maybe suggest that you could pop round, like some one said before.
