Do you use a crate?
This is what I did, as Lilly was a slow learner.
Take her out side every hour plus every time she woke up finished eating or stopped playing. Ignore her in the garden, just watch and wait as soon as she does something praise and run indoors plating. She'll soon learn that she has to stay out until she performs. i was outside for up to and hour at a tie to begin with - but they get the idea pretty quick.
If you are using a crate, take her out for 20 mins if she doesn't perform take her in and pop her in her crate for 2 minutes, then take her straight outside again. Repeat until she 'performs'. Again she'll soon learn that if she wants to play she'll have to go outside.
You will have to commit yourself for a couple of days of 24/7 toilet training - but it will be worth it.
