Is there a bedroom (or any other room) window sill he could sit at instead?
Jinxy loves sitting by the window, but i have the window tilted open at the top so do not need to worry about him escaping or falling out.

I am not to sure, i think if i had that worry i would prefer not to, but at the same time, i know cats love looking out the window, and having the fresh air coming in.
