Personally, id stick with it.
Some dogs realise that refusing normal food gets them tastier treats, and can end up being extremely fussy.
Your puppy wont starve itself, so dont worry if she misses a few meals. When shes hungry she will eat.
It might be worth putting the cats feed somewhere out of reach of the dog. Cat food is far more flavoursome than dog, so your pup may be holding out for that tastier stuff.
You could try time controlled feeding. Put your puppy and her food in the kitchen for a set amount of time, say 20mins. If she hasnt eaten after that time, lift the food up and offer NOTHING else until the next scheduled feed. They soon learn to eat whats offered, and when its offered to them.
