In the States, they have secure dog parks, where people and their dogs can go to socialise and allow their dogs off lead.

Personally, I would never visit these areas, but if they are introduced here and a fight ensues, or a dog owner get hurt, it will not affect innocent bystanders, children, or people who wish to keep their dogs safe from other dog attacks. Perhaps this is the answer!

Oh and to be honest I did not note the areas of the country who have banned dogs off leash. I am sure however, that a quick google search will throw up the names.
