I think Nina just means she can't name them off hand, I have also heard of councils trying to bring in local by-laws preventing dogs off lead, however I have also heard of the locals getting together to say they have been exercising their dogs in an area for X amount of years, and that this over-rules, however that may just be an urban myth, I base it on no evidence just gossip.
