Unfortunately, I cannot name the areas of the country who have already introduced this law. It is not compulsory at the moment, but in view of the media hype and dog attacks, councils are in some areas, rushing it through. There was a case on our local news the other night, where people are no longer permitted to exercise their dogs off lead.

To be honest, if I were the owner of a Rottie I would certainly insure that he were kept firmly on a lead. Not because I am bias against Rottie's. Indeed, I have yet to meet one with an unsound temperament, but because of the hysteria surrounding them.

As a GSD owner as per my previous threads, they have only been permitted a free range away from public places. This way they cannot be blamed or framed.
