I suspect they meant purebred as pedigree is sometimes used to refer to a purebred. Purebred merely means both parents are rotties, but there is no way of proving that (except through DNA testing and if the breeder hasn't done the health tests I doubt they will have DNA tested).
Just to add, re charging for keeping beyond 6 weeks. The breeder of my last puppy kept one of the litter for an extra two weeks (the rest went at 7/8 weeks) because the new owners were going on holiday. They asked for nothing.
