I would go back to basics.
Sometimes it is better to train them with the door shut so they learn the difference between outdoors and indoors. Take him out side every hour plus everytime he wakes, eats or stops playing and stay out there until he performs. Then give tons of praise. He'll pick it up quickly once he understands whats expected.
