Maybe the charities could work together instead of all doing their own thing. I think a mass neutering would be great and reduce the amount of unwanted puppies tenfold. If one dog is neutered it could save 6-8 puppies a time from an uncertain future.
If the government brought out a licence scheme where all the money went to the charities for medical treatment it would be sorted.
