I agree it would be a drain on resources, especially now when there are lots of dogs in rescue. But just think if they started this 10/15 years ago. We could of had a complete culture shift in breeding. If for every dog neutered by a charity it stopped just one dog going into rescue further down the line it would be a massive saving.
