No! I do not think that the animal charities should have to pay for all neutering, it would be an aweful strain on their rescources. But I do think that there should be some law introduced whereby new owners have to legally have their dogs sprayed and castrated! Something like those applied to keeping a bull! but doubt we'll ever see it!!
