Should Animal Charities Pay For All Neutering?

With the huge number of dogs (this could apply to cats also) coming into rescue, the amount of money being spent looking after them must astronomical. Do you think it's reached a point where prevention is now cheaper?

I'm not just talking about free for oap's, free for the disabled or free for those on low income but free for everyone who has a dog. Maybe this will help change the culture of the "just one litter" and make it the norm that every adult dog is neutered.

Of Course this could go the other way. With more dogs neutered, those who still breed will know there are less litters and therefore try and charge more encouraging others to breed.

Just interested in your thoughts.
