Guide Dogs

You know how dogs who are going to be trained as guide dogs get fostered until they are about a year old, which is when they start training them.
Well I saw a Labrador puppy, which must have been about 4-6 months old and all it was, was skin and bone, I've seen plenty of Labs being fostered and have never seen one looking so skinny like this. You could see it's ribs =[
It really upset me, as many will know Labradors are pretty chunky, it seriously didn't look like this one was getting fed too well.
