It is a threat to an unhealthy cat but in healthy cats the bacterial will be either detsroyed in the gut or pass through into the litter tray.

Chicken breast, whilst ok as a treat, is not as beneficial as the odd chicken wing. The bones in the wing will help to keep their teeth clean and promote good muscles in the jaw. A cat should have no problems devouring a whole wing includeing bone. Just remember that cooked bones will splinter and cause internal problems, uncooked bones are ok.
PS always leave the skin on as it is a great source of energy for cats.
