I need to be knowledgeable about it, I had an almost total breeding line wipeout once which, at the time, was attributed to FIP. With hindssight, it is clear that something other than FIP was involved, though certainly FIP took several kittens. What else was there, I just don't know.

Most breeders do not have a zero titre household and would not attempt to look for a zero titre kitten. The best chance of a zero titre kitten is to get one from a very small breeder - one who has had an accidental litter from a pet cat. Multi-cat households nearly always have a corona titre. Apparently this does reduce in time - yes, by minimising stress. The corona virus is spread through infected faeces - so keep litter tray hygiene good - but FIP is more than that. A cat has to be corona positve to get FIP but most corona positive cats do not get FIP - and the tendency to get it has a genetic component.

Yes, only the vet can test for corona titre.

In short, really there is no reason why this should happen to you again, as long as you minimise stress. Don't go getting a kitten neutered until it has completely settled in, give it longer than you think you need.
