I'm afraid there is nothing you can do. The thought of seven week old kittens running around unsupervised on even the quietest of roads is not a pleasant one - they are too small for cars to see easily and very likely to run out in front of a car. However every cloud has a silver lining, and if these people lose a few kittens to cars or (more likely if it is a very quiet road) to theft, they mighy perhaps start thinking again about the wisdom of what they are doing. Or they might not.

As for the rest, breeding moggies is not illegal and there is nothing that can be done execpt to hope that they get fed up with the litter tray cleaning, endless no-shows from people wanting kittens, and spraying and fighting tom cats.

As for £50 - yes, that is quite normal. All sales transactions that are not regulated can be predicted by simple supply and demand. One of the side-effects of a culture where most moggy owners have their cats spayed, is that those who don't are not producing enough kittens to saturate the market. Therefore people will pay. The alternatives would be worse, we just have to accept it.
