No, why should it be? Realistically we all have a limit on the number of dogs we can keep, including breeders, so it would not be realistic to always expect a breeder to keep a dog returned to them. It is the breeders responsiblity to find the best home possible both as a puppy and if any should be returned, but that home may not be back with the breeder.
