Good article, but kinda stating the obvious without providing anything new. We all know this goes on, the question is what can be done about it?
What ever the answer it will be to the detriment of the dogs I think.
I live in an area filled with hoodies, drunkenly screaming on the streets accompanied by off lead staff's.
However they are usually called Tina, Milly or Dave, wearing little hoodies of their own and daft as brushes! Many people in deprived areas love and adore their so called viscious dogs. Its why my chihuahua throws himself with joyful abandon at every staff he sees, and why I let him!!
