Do you mean the haw covering the corner of his eye ? That is quite common in siamese and orientals, especially in some lines where they have deeper set eyes. Jelly bits in the corner of the eyes go hand in hand with those that are deeper set too.
They grow out of it eventually, but when they are young, their haws tend to be up more if they are tired or stressed.
