I would make an appointment to have him neutered and get the vet to have a look at him then! Once he recovers from the neuter then see how he is. Sometimes they can just have a quiet time of growth, usually just before they reach puberty.

This could also be a sign that he might start to pee in your house if he's coming up to man hood! Best to get him neutered now so he can settle down and be a lovely little man of the house. He'll soon come into his own.
