I would have to, and that's pretty confrontational isn't it.
Would it be better to take it to some official cat charity and tell them where I think the cats from, and maybe they could ask the owners if they still want the cat. Oh I dunno what's best.

Ask yes but you don't need to be confrontational about it. If it is their kitten maybe it escaped and they have been frantic with worry for it. Don't assume that they have neglected it. The collar may have been caught up on something and been pulled off making the kitten's neck look sore and scruffy.
If you can get it to come to you then I would and give it some food while you contact the people you think it may belong to.
