It has been said in other posts that it isn't nice to encourage cats into your garden/house with food BUT considering this kitty doesn't look quite right and is without a collar I would be tempted to feed it. If it was leaping around and had a collar then I certainly wouldn't feed it.

Also, contact the suspected owners and if you have no luck there then go to the vets with it like others have suggested,
