Not sure if this helps.
Some dogs are to tolerant of puppies and don't tell them off when perhaps they should.
When we got our second pup Lilly our first dog Zipper would not tell her off for playing to rough. She managed to give him puncture wounds to his ear and he never ever whimpered, he would let her bite and pull his ears. So it was up to us tell her this rough play was to much and remove her from the game.

Are there any puppy classes near you that hold socialisation sessions - often called puppy playgroup or puppy romp, where puppies play supervised by their owners and some dog trainers?
