My sisters Lab puppy does this when he's playing, and my dog used to do it sometimes when he was having his 'mad half hour' - I'm not sure what it is to be honest, could be just trying to get your attention in wanting to play with him!
If you don't want him doing it tell him a firm no... or turn your back on him and ignore him? He'll soon get bored I expect.
