Ah - well, you will find it is all in the wording of the small print. If your pet gets...say, Diabetes, that is an 'ongoing condition' so will be covered. But if they get...say conjunctivitis, that is a one off event and gets added to the list of things they don't cover for again. You know how sneaky insurance companies are!
