That's easy....ask the neighbour!
It could be that they are really too ill to cope with the cats anymore and would appreciate some help - either with re-homing them or just feeding them. (you may find they will chip into the cost as well, it must be costing you a fortune!), it could be that they may need the decision to be taken away from them - obviously the cats welfare is the main concern here.
