you could put in a cat flap so that she can get in and out when she wants to. She may want to go out more in the summer. Gizmo isn't fussy - he'll go out anytime unless it is pouring with rain!
As for feeding her I wouldn't cut it down unless she is actually putting on weight. Gizmo is very much an outdoor cat but he still spends most of that time asleep - usually on the bird table in warm weather or the compost heap if it's cold.
