Maybe not but there are rules for transporting / travelling the pregnant bitch (last 10% of pregnancy i believe) -transporting mum and pups all over the place is possibly a lot more traumatic for the new family than tail docking imo and i wouldnt want to risk the stress on my Bitch and her pups, so have chosen not to breed my spaniels at all unless the docking ban is lifted.

Lovely to hear everyones views, it is however a topic that your either for and against, but good to discuss in a diplomatic way
