House training

I have two dogs - a parsons terrier and a Springer Spaniel.
They are the loveliest dogs ever, they have great recall and are very obidient and willing to please.
The only problem I have is that the Parsons Terrier who is 3yrs old is impossible to house train - we brought her off a man at 18mnths, she was kept outside with his racing dogs that he used to breed so she didnt really have much in the way of house training before.
The spaniel who is around 16mnths is perfect in the house she barks to go out and was house trained within a week of getting her!
We have tried all the methods of training such as: Sending her outside when she makes a mess, Ignoring her if she does it and just get rid of the smell, praising her when she asks to go out - I dont smack my dog as I dont believe it is right to smack them.
We now keep her in a cage at night so that she doesnt make a mess on the floor. The cage is big enough so that she can walk around and jump up and down as its the right size for a GSD but she doesnt like to mess in it as its her private space.
The spaniel sleeps on top of the cage on her bed as she wants to be as close to the parsons as possible.
Obviously I want to try and combat this so that they can sleep together again, as they both hate being seperated.

Any ideas greatly appreciated.
