Archie is exactly the same. He's 1 now and I've been really sticking to the rules now for about 8 months and I'm still stopping and starting on each walk!
Every time I stop, without a word (he will do it if I say command too) he comes and sits by my left hand side - he's just so used to my stopping and starting. If I'm lucky we can do about 10 steps before he pulls again and I stop again. I've also tried stopping when he's not pulling too. There has been a slight improvement.

The only think that really works is a halti which he is so miserable wearing you practically have to drag him on a walk!! We don't even have to fasten the lead to the halti just having it on stops him pulling! I'd still rather crack it without the halti though so will keep trying
