A bit more info I was sent tonight by a friend of mine on another forum - Thank you

The reason the DLRC have started this petition is because the Associate Parliamentary Group for Animal Welfare (the APGAW) is forming a working group on the welfare of pedigree dogs. This is a cross-parliamentary group made up of more than 100 MPs, Lords, and associate animal welfare organisations - one of which is the KC. They are asking for anyone who have an interest in the issue to contact the working group so that they can hear from as wide a cross section of society as possible. The APGAW is going to publicise how to make written submissions for discussion in December.
