KC makes sure that both parents are pedigrees and that is it really. There needs to be a law and licence policy brought in for puppys. Having seen first hand that pedigree does not mean best practice I personally think it should be a radical rethink.

Looking for a new dog I am shocked to see how many puppies are now being offered free to good homes. Must be the credit crunch kicking in.
Been KC Registered is not any guarentee of a good breeder,it never has been.
Hopefully this will change in the future.
I think it's upto the puppy buyer as well to seek out a good breeder,to go through recommendation of others or breed clubs.
If you have a problem with a certain breeder that has registered pups with the KC report it.
If they don't know about it,they can't do anything about it.
