Its a common problem unfortunately. Go to any new surgery and their first question is "are you insured". If the answer to that is "yes" then you can almost see them rubbing their hands together.
If you are not happy with any treatment they suggest, you are perfectly within your rights to say no! If Nero has been running around and playing he doesn't sound dehydrated or particularly ill. If you don't want him to have any additional tests then tell them enough is enough and you will see how he gets on and if there is an on going problem then you will think about it. I would say if you are not happy about him being on a drip now and left there over night, ask to go and get him at the end of surgery and take him home. Its a tough one, but if you are not happy you are their customer at the end of the day.
I would definitely look for another vet, I can't help you in your area though I am afraid.
