I found that many shelters where I live won't give kittens as indoor cats. They want the kitten to experience the "great outdoors". Your best bet is those adult rescue cats who are very timid and if you are lucky, you will get a pair- siblings. There are also cats with FIV or disabilities that dictate they should be indoor.
